MINUTES OF CASRA MEETING
August 4, 2003

  1. Meeting called to order by Michelle Maloney at 6:35 PM
  2. Minutes of the previous meeting: These are now available with the emailed "Good Call" and on the website. Approved with no amendments (motion by John Smith, 2nd Pete Reilly)
  3. Reports:
    1. President (Michelle Maloney)
      1. Introduction of guests, and new members
    2. Vice President (Mike Day)
      1. None.
    3. Secretary (Marc Kutner):
      1. A corrected electronic version of our membership roster will be emailed to all current members.
    4. Treasurer (Dana Brown)
      1. Checking acct balance is $2060.45
    5. Web site administrator (Chris Rake)
      1. Website has now been up for one year, and has averaged 32 visits per day. Suggestions for new features are welcome.
    6. Legislative news on referee assault (John Jones):
      1. The governor has now signed HB716. This raises the level of offense for assaulting a sports official. This includes threats and use of force during a contest, and after the contest (including, e.g. in the parking lot). For a full text of the bill check www.capitol.state.tx.us/tlo/78r/billtext/HB00716F.htm
      2. Important points (as summarized by John): If you are assaulted call 911 to get police to the field. Even if you don't have to do that, call the police later, tell them you were assaulted and ask for a report to be made. Make sure you call the correct jurisdiction for where the assault took place. Get the report no, and the badge number of the officer who takes your report (or who comes to the field).
      3. Remember, if you are assaulted, don't be a hero. Call 911, or leave immediately.
    7. Youth
      1. Austin Labor Day Cup (John Jones)
      2. Tournaments over the next 3 weekends (Dustin Downes)
    8. Snickers Regionals
      1. Report by Dustin Downes, Courtney Jackson and Carlos Sikes on their experience.
    9. 2004 Snickers Regionals (Michelle M.)
      1. Coming to NEMP June 24 - 30. Let Michelle know if you can help during that time.
    10. Men's league (Sue C.)
      1. In game reports, make sure you use correct official term (from 7 + 7) for misconduct. Also report serious injuries. (This may be important for insurance to pay for treatment.) Use "No-show" forms as needed. (Latest round of checks are coming soon.)
  4. Old Business
    1. None
  5. New Business
    1. Kidsafe (Michelle M.)
      1. STYSA, supported by TSSAS, has decreed that all coaches, trainers and refs who work youth games, must have signed a "Kidsafe" form by Sept. 1. The form is available in printed form, or online. In the form you must list all convictions (including guilty pleas, and "no-contest" pleas). You must also agree to allow them to do a background check, and you waive any right to sue if you are incorrectly accused of having a criminal record, or if your confidentiality is breached.
      2. There was an extensive discussion, including issues of whether CASRA should take a stand (for protecting youth but against this particular process).
      3. There was a motion by Sue C. (2nd Chris Ng), "CASRA should hire an attorney to look into our rights, regarding the Kidsafe program, and approach TSSAS." A friendly amendment, by Marc Kutner, was accepted, changed the wording to, "CASRA officers will explore our legal options regarding the Kidsafe program, and contact TSSAS, as needed." Following some discussion, it was agreed that we should table the motion, while the officers get more information in time for the next meeting. The motion to table passed unanimously.
  6. Situations
    1. None.
  7. Meeting adjourned at 7:45 PM , on a motion by Dana Brown (2nd by John Smith).

Respectfully submitted,
Marc Kutner
