Assessment Program

The Chapter supports a Member Assessment program as part of Official Training and Ranking. Assessments are used for
Level Maintenance (1-3) and for Upgrades (2-5). Members can request assessments, and the Board of Directors or Director of Training can set up Chapter sponsored assessments. All Members on the Top Officials List sent to the UIL for playoff and Finals recommendations shall be assessed at least once during the current soccer season.

Requesting an Assessment

Contact the Director of Training and Assessments, Chris Ng to request an assessment. You must indicate if this assessment is a Maintenance, Developmental or Upgrade assessment. If you already have a match scheduled that you would like to be assessed , let the director of assessments know. Otherwise the director will work with the assignors to select a supportive match. You will be required to pay a $30.00 Assessment fee to the assessor at the time of the game/assessment. The Chapter will pay the venue mileage fee to the assessor out of available Chapter Scrimmage funds, unless the assessor has already been compensated for mileage.

Chapter Sponsored Assessments

The Director of Training and Assessments or President may request a Chapter sponsored assessment of an official , when feedback is received that warrants an assessment, when requested by the assignor, for training purposes or to ensure the member's readiness for the top officials list. The chapter shall pay the assessor's fee and associated venue mileage fee out of available Chapter Scrimmage funds.

Obtaining your current Rank

You may obtain your current Ranking Level by contacting the Director of Training and Assessments, Chris Ng. A member's ranking level is only available to the member, Board of Directors, Assignors, UIL officials or officials of the State TASO Soccer Division.

Ranking / Levels

The tables below indicate the order of assignments that the assignors use when selecting officials for matches. Note assignors are requested to assign several matches during the season 1 level higher than the officials current rank for
training and advancement purposes. Assignors will attempt assign the matches based on a combination of Rank, availability and balance of assignments. When officials of a required rank are not available, the assignors drop to the next rank. These definitions serve as a general guide and are not absolute.

Level 5 (Entry Level)

Assignment Guidelines :

  • Playoffs: none
  • Varsity: AR in Level 3 games
  • Junior Varsity: AR any games
  • MS: Referee, AR any games

Requirements for Level 5 :

  • Age minimum: 16
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: 70%
  • COPE Training: completed
  • Time in Present Level: n/a
  • Field Assessment: none required
  • Fitness Test: none required
  • Game Count: none required

Level 4

Assignment Guidelines:

  • Playoffs: AR only, Bi-district or Area games
  • Varsity: AR in Level 2 and 3 games
  • Junior Varsity: Referee, AR any games
  • MS: Referee, AR any games

Requirements for Upgrade to 4 :

  • Age minimum: 16
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: Registered Referees: 70%; Certified Referees: 80%
  • COPE Training: completed
  • Minimum Time in Previous Level: 12 months, but with the approval of the Board, this requirement may be waived for an official who meets the other requirements for upgrade.
  • Field Assessment: None required, except for upgrade in less than 12 months, for which one assessment as Referee in a Level 4 or higher UIL game is required.
  • Fitness Test: none required
  • Game Count: Minimum of 15 UIL games, but with the approval of the Board, this requirement may be waived for an official who meets the other requirements for upgrade.

Level 3

Assignment Guidelines:

  • Playoffs: Referee in Bi-district & Area games, AR through Regional Quarterfinals
  • Varsity: Referee in Level 3 games, AR any games
  • JV, MS: Referee, AR any games

Requirements for Upgrade to 3 :

  • Age minimum: 18 and high school graduate
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: 80%
  • COPE Training: completed
  • Minimum Time in Previous Level: 12 months as a TASO referee, part of which as Level 4
  • Field Assessment: One assessment as Referee in a competitive Level 3 UIL game
  • Fitness Test: Good fitness must be observed by assessor, but no test required
  • Game Count: 75 games as Referee with a minimum of 30 being TASO/UIL, of which a minimum of 10 at UIL Level 3 or higher. Of the remaining as Referee, a minimum of 20 may be USSF U17+, USSF adult competitive, or parochial school varsity. As an Assistant Referee, 25 games TASO/UIL any game level or USSF U17+, USSF adult competitive, or parochial school varsity

Annual Renewal Requirements (in addition to general list):

  • Field Assessment: One assessment as Referee in a Level 3 or higher UIL game (no TASO maintenance assessment required for current Grade 7 USSF and State/National Emeritus officials)
  • Fitness Test: Good fitness must be observed by assessor, if applicable

NOTE: Provided they have not been downgraded for other reason(s), Current USSF Grade 7 and State/National Emeritus referees automatically qualify as TASO Level 3 with requirements waived for minimum time in previous level, game count and field assessment. All other requirements for upgrade or renewal above must be met, and field assessment may be required by the Board of Directors.

Level 2

Assignment Guidelines:

  • Playoffs: Referee, AR any games through Regional Finals
  • Varsity: Referee in Level 2 and 3 games, AR any games
  • JV, MS: Referee, AR any games

Requirements for Upgrade to 2 :

  • Age minimum: 18 and high school graduate
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: 85%
  • COPE Training: completed
  • Minimum Time in Previous Level: 12 months
  • Field Assessment: One assessment as Referee in a competitive Level 2 UIL game and one as Assistant Referee (not on the same day) in competitive Level 2 or 1 UIL game
  • Fitness Test: TASO, USSF or NISOA fitness test passed within previous 12 months
  • Game Count: 100 games as Referee with a minimum of 50 being UIL varsity matches Level 3 or higher. Remaining may be USSF U17+, USSF adult competitive, or parochial school varsity; As an Assistant Referee, 25 UIL games any game level

Annual Renewal Requirements (in addition to general list above):

  • NFHS Rules Test: minimum 80%
  • Field Assessment: One assessment as Referee in a competitive Level 2 or 1 UIL game (no maintenance assessment required for current USSF State or National officials)
  • Fitness Test: TASO, USSF or NISOA fitness test passed within previous 12 months

NOTE: Provided they have not been downgraded for other reason(s), current USSF State II (Grade 6) referees automatically qualify as TASO Level 2, and requirements are generally waived for minimum time in previous level, field assessments, game count, and fitness test. All other requirements for upgrade or renewal above must be met, and field assessment(s) may be required by the Board of Directors.

Level 1

Assignment Guidelines:

  • Playoffs: Referee, AR any games through State Finals
  • Varsity, JV, MS: Referee, AR any games

Requirements for Upgrade to 1 :

  • Age minimum: 18 and high school graduate
  • Time in Previous Level: minimum 12 months as TASO referee
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: 90%
  • COPE Training: completed
  • Field Assessment: One assessment as Referee in a competitive Level 2 or 1 UIL game and one as Assistant Referee (not on the same day) in a competitive Level 2 or 1 UIL game
  • Fitness Test: TASO, USSF or NISOA fitness test passed within previous 12 months
  • Game Count: 100 games as Referee with a minimum of 30 being TASO/UIL Level 2 or 1. Remaining games may be USSF U17+ or adult competitive matches Division 2 or higher. As an Assistant Referee, 50 games TASO/UIL any game level or USSF U17+ or adult competitive.

Annual Renewal Requirements (in addition to general list above):

  • NFHS Rules Test: minimum 85%
  • Field Assessment: One assessment as Referee in a competitive Level 2 or 1 UIL game
  • Fitness Test: TASO, USSF or NISOA fitness test passed within previous 12 months

NOTE: Provided they have not been downgraded for other reason(s), current USSF State I (Grade 5) or National referees automatically qualify as TASO Level 1, and requirements are generally waived for minimum time in previous level, field assessments, game count, and fitness test. All other requirements for upgrade or renewal above must be met, and field assessment(s) may be required by the Board of Directors.

General Annual Renewal Requirements
  • On-Field, Classroom Training: as per Policies and Operating Procedures
  • In good standing with chapter
  • Dues and fees: paid in full
  • NFHS Rules Test Minimum: Registered Referees (two years or less in TASO): 70% or as per level requirements; Certified Referees (more than two years in TASO): 80% or as per level requirements below
  • COPE Training: completed
