Shoot-Out Procedures

Mechanics Prior To Shoot-Out

  1. Officials will select the goal at which the shoot-out shall take place.
  2. Any Player, on the roster, still eligible (has not been disqualified) may participate in the shoot-out, including the goalkeeper. The goalkeeper may be freely substituted, even if not injured.
  3. All Players, coaches and team attendants with the exception of the shooter, next shooter, and goalkeeper participating in each shoot-out shall be in their team bench areas. No one, with the exception of the officials, goalkeeper and non-participating goalkeeper shall be closer to the goal line than the 35 yards.
  4. There shall be a three-minute break between regular play or second overtime period and the beginning of the shoot-out procedure.
  5. The visitors shall attempt the first shot. A member of the home team will attempt the second shot. Thereafter, the attempts will be made by each team in alternating order until each team has taken a total of five attempts, unless one team has scored an insurmountable number of goals. If there is no winner after each team has attempted five shots, the teams will continue to alternate shots until one team attains one more goal than its opponent does after each has had an equal number of attempts. No one may attempt a second shot until after each team has made ten attempts. The round is considered complete after the 10th shot by a team. (i.e. attempts 1 through 10 is the first round of 10, 11 through 20 is the second round of 10)
  6. The first shooter on each team shall report to the official at the center circle. The official shall record the player's name, number and the order in his team's cycle. The next shooter shall be in the center circle before his attempt and during the attempt of the shooter who precedes him.
  7. The goal keeper who is to defend against the next shoot-out attempt shall be located outside the field of play at the intersection of the goal line and penalty area boundary to the side designated by the officials.
  8. The home team shall provide three game balls. The balls will be located in the center circle. The home team is also responsible for providing ball persons to assist the game officials.

Mechanics of the Shoot-Out

  1. The ball shall be placed 35 yards from the goal line on the field of play (from touchline to touchline) anywhere the shooter desires.
  2. The shooter shall be at least 35 yards from the goal line. The goalkeeper shall have at least one foot on the goal line between the goal posts. Neither may move before the official sounds the audible device to start the attempt.
  3. After the start signal, two players may move anywhere within the field of play, but no further from the goal line than 35 yards.
  4. The shooter must take his attempt within five seconds prior to the sounding of the audible device ending the five-second period. One official is responsible for sounding the audible signaling device at the fifth second while the other official shall determine if the attempt was made prior to the audible signal, and if the attempt was successful.
  5. The shooter may not replay the ball after it has been touched by the goalkeeper, goal posts, or crossbar. The shooter may play ball as many times as he/she wants until ball touches goalkeeper, goal posts or cross bar.
  6. A shot taken before the five seconds have elapsed continues in play until it is saved by the goalkeeper or becomes dead (leaves the field, rolls to a stop, touches official or outside agent). Should a shot rebound into the goal after striking the goal post, crossbar and/or goalkeeper, the goal shall count.
  7. Should the ball strike an official, or other outside agent, the ball becomes dead and the attempt will be repeated.
  8. Shooter cannot play the ball again after it touches the goalkeeper, goalposts or crossbar. Goalkeeper may continue to pursue the ball until the ball becomes dead.
  9. Once a shooter has entered the center circle to next attempt a shot, he may not be replaced.
  10. During the second cycle of the shoot-out, the order of the shooters may be changed.

 

Fouls

All the rules of the game shall apply with the exception noted below:

(A)  A Foul by the Goalkeeper

  1. During an unsuccessful attempt of the shoot-out (if no goal is scored),  any foul by the goalkeeper, will result in a Penalty Kick no matter where on the field the foul occurred.  The Penalty Kick is awarded to the shooter who must make the attempt.  If he is unable to attempt the penalty kick because of injury, anyone that has not been a shooter in the current round of 10 and that is still eligible may take the kick. The Penalty Kick taker will be counted as part of the current round of 10 along with the injured shooter.
  1. During a successful attempt, the goal shall count.

(B)  A Foul by the Shooter

  1. During an unsuccessful attempt, the attempt is concluded.
  1. During a successful attempt, goal will not count, attempt is concluded.

Misconduct

Normal misconduct rules apply (i.e. caution or send off)

(A)  When the goalkeeper is cautioned:

  1. If a penalty kick is to be taken due to a foul by the goalkeeper, the goalkeeper must be substituted and may not participate in the penalty kick. He/she may re-enter on the opponent's next kick following the penalty kick.
  2. If the kick is allowed to stand (because a goal is scored on the attempt) the goalkeeper may re-enter on the opponent’s next kick.

(B)  When the kicker is cautioned:

The kicker must be substituted and may not participate as a kicker until the next rotation (following the current round of ten).

Start Mechanics

Visiting Team makes first kick

All officials should record the number of kickers and results.

Checks with goal keeper and AR2, when ready, nods to AR1 to start

After receiving start signal from REF, turns his/her back to the goal line, ask shooter if he/she is ready, then simultaneously blows whistle, starts timing device and lowers flag.

Play

AR1

Watches timing device - at 5 seconds sounds audio device and raises flag.

AR2

Watches K1 and stops timing device instant the shot is taken. Then watches the goal line to determine if the ball completely crosses the goal line between the uprights and below the crossbar.

REF

Watches the goal keeper and kicker for any fouls and/or misconduct

End of Play

AR2

Checks timing device to determine if kick was taken within 5 second period. If yes, nods to REF. If no, so indicates per agreed upon signal in pre-game instructions.

REF

Checks with AR2 for signal, makes appropriate signal for goal or no goal.

All officials record the results of the kick. Any questions about whether a goal or attempt counts MUST be determined before the next attempt is taken. If next attempt is taken, errors stand.
