Late Officials: Our association policy concerning a 3rd official that shows up after a match has been started:  If the 3rd referee shows up during the 1st half of the match, the dual center referees should move to a 3 official system at the next stoppage. If the tardy official shows up after the 1st half has ended, the game should be completed as a dual center. See Chapter Operating Procedures.
